Abstract
Discussed is the problem of solving conflicts in the sphere of higher professional education as to preservation of competitive advantage remained in Russia in context of innovative development, i.e. human capital. Attention is paid to the fact, that there is a highly possible probability of the loss of the named advantage upto the year of 2018.
