Abstract

In the course of global intellectualization of all kinds of human activities based on computers and their networks the nature of revealing and acting of traditional and new paradigms of higher and other levels of education is essentially changing that complicates education’s quality aspects. Higher education is not only to be adapting for these changes, but is more actively to become a creator and bearer of the most important innovations.
