Three-stepped approach to the content of inter-relations of concepts of “mental health — mental illness” in Russian state

Characterized is global problem, formulated as “mental health — mental illness” as one of special actuality in the context of contemporary Russian state. Presented is elaborated by the author three-stepped approach to solving of the named problem. In detail elaborated is legislation process in the named sphere, particularly approach to fastening of mental disorders, reflecting itself in norms of Russian civil, criminal and administrative legislations. The author states, that variants of fixing in legislation of presentation of psychic disorders are variant. Such are expressed themselves through various legal categories, i.e. insanity, incapacity, partial capacity, and other meanings. The author’s conclusion states about the necessity of reckoning in norms of administrative legislation of the category of persons with intermediate state of psychic.
