Abstract
Analyzed is personnel potential formation in the system of postgraduate education in the Ukraine under conditions of transformation processes of individual socialization as a mechanism for self-development of national innovation systems. Basic prerequisites of personnel potential formation are detected, taking into account organizational and pedagogical conditions in high educational institutions, due to subjective laws of social development and appearance of new values in society.
