The quality of higher education in context of the European experience

Abstract

This article shows what are the main topics, that European researchers pay much attention to, when analyzing quality of higher education. In Barbara Kehm’s opinion, one of the most important topics is how to create and legitimize procedures of measuring and controlling (checking) quality. European researchers admit that the procedures have not been perfect up to now however they must be used, as they are necessary for accountability (higher education institutions have to account for improving quality of education more and more). But what should be measured first of all? Czech researchers Helena Sebkova, Jan Kohoutek and Josef Benes write that it’s necessary to measure how a higher education institution ensures the achievement of the missions and purposes that were declared by it. But who can guarantee that higher education institutions’ missions and purposes are achieved successfully? This can be achieved by some external peer reviewers. For example, Johanna Witte writes that, within the Bologna process, basing quality assurance on external peer review is becoming very popular.
