Perspectives for innovative development of higher education in the context of realization of Federal target program of development of education for the years from 2016 up to 2020

Abstract

Analyzed are system generated components of the Federal target program of development of education for the years from 2016 up to 2020 as to solving of tasks of modernization of higher education. In the article carried out is analysis of the program’s measures as to solving of the task of creation and dissemination of structural and technological innovations on general professional and higher education. Realization of the program sets as the purpose transition to continuous individualized education for all, who assumes improvement of financial providing of higher education. Within normative per capita financing, expedient is to realize approach, based on introduction of correcting coefficients, considering quality of educational and scientific research activity of high school. At the same time, existing technique of determination of specified coefficients as to leading high schools of Russia doesn't promote adequate evaluation of efficiency of data of system generated components of activity. Also offered is an approach to determination of correcting coefficients.
