Abstract
Analyzed are negative effects of growing bureaucratization of university education. Model of interrelation between variables is constructed. It explains the paradoxical effect: stagnation and even degradation of the education quality is driven by increasing control and reporting which is designed to raise the ratings as factors and aspects of this quality. For each basic component of quality of modern university education defined are necessary practices and structures. By means of the same model interrelations of variables shown are required links between interests of administration, university professors and the quality of education, that are currently absent in most of Russian universities. Also shown is, why and through what mechanisms healthy competition in the sphere of quality of education is more effective than growth of centralized bureaucratic control.
