Abstract
The article examines the system for managing educational and methodological support in higher education and the organizational and functional structure of publishing textbooks for higher education in 1960–1980. It concludes that, under current conditions of the transition of higher professional education to a two-tier training system, the role of educational and methodological support for the learning process is increasing, with educational literature expected to play one of the principal roles.
