If the state system of attestation of scientific and pedagogical personnel should be reorganized?

Examined is the problem of modernizing of the system of state attestation of scientific and pedagogical personnel, nowadays excessively bureaucratized and over-organized. Analyzed are principal shortcomings of nowadays existing system of attestation of scientific cadres. In the authors mind, two-leveled system of awarding academic degrees in it’s nowadays form is entirely obsolete, and awarding of academic titles of both docents and professors is simply superfluous procedure, since it duplicates corresponding posts in universities and research institutes. Presented are the author’s recommendations for improving the system of attestation of scientific personnel.
