Abstract
The article deals with the problem of collective supervision over thequality of students’ research practice. It was investigated by expert documentation analysis and by testing charismatic qualities of libraryinformation managers. The article states the preferable styles of public speeches of regional libraries leaders, student’s attitudes towards values of intellectuals and representatives of «netocratia» — electronic elite.
